Lithuania and Ukraine sign declaration on cooperation and the sharing of experience in the energy sector

During his visit to Ukraine, Minister of Energy Lukas Savickas, together with Ukraine’s First Deputy Prime Minister and Minister of Energy Denys Shmyhal, signed a joint declaration between Lithuania and Ukraine. Under the declaration, the countries agreed to strengthen cooperation and share their accumulated experience in order to increase the resilience of energy infrastructure, ensure continuity of its operation and enable the prompt restoration of damaged energy facilities.

‘Ukraine has repeatedly restored infrastructure damaged by russian attacks and ensured energy supplies to the population and critical infrastructure. This experience is important for Lithuania as well, so we will continue to support Ukraine while also trying to learn from it. We agreed to base our cooperation on specific projects, expert exchanges, training and practical preparedness,’ says Mr Savickas.

‘Lithuania is a steadfast and reliable partner that has stood with Ukraine since the first days of russia’s aggression. Today’s Joint Declaration translates our shared political commitments into a structured and practical implementation mechanism. Our cooperation is built on genuine mutual benefit. While Ukraine shares its unique wartime experience in passive defence, grid resilience, and rapid restoration under enemy strikes, Lithuania brings critical support in heavy equipment transfers, decentralised energy solutions, and gas supply diversification. Together with Minister Savickas, we discussed practical steps to deliver tangible results for our energy resilience ahead of the upcoming winter and to reinforce the security of the wider European energy system,’ says Mr Shmyhal.

The countries will also prepare an action plan for 2026–2028, setting out concrete cooperation projects in the areas of energy infrastructure resilience, decentralised energy generation and storage, and security of gas supply, among others.

One of the main priorities for cooperation between Lithuania and Ukraine is the protection and resilience of energy infrastructure. Ukrainian energy companies and specialists will share their wartime experience in protecting infrastructure, ensuring operational continuity, rapidly restoring damaged facilities and conducting practical exercises. During the visit, the Lithuanian delegation will learn about the operation of Ukraine’s energy infrastructure and solutions for its protection.

There are plans to strengthen direct partnerships between Lithuanian and Ukrainian energy companies and institutions. Efforts will be made to involve energy sector companies, infrastructure operators, regulators and other sector stakeholders in joint projects.

Cooperation in the areas of gas infrastructure and supply diversification will also be strengthened. Lithuania and Ukraine intend to explore possibilities for using the Klaipėda LNG terminal and regional gas infrastructure, as well as the potential of Ukraine’s underground gas storage facilities to enhance the security of gas supply in Lithuania, Ukraine and the European Union.
