Gabriel Gorbačevski
Vice Minister

Gabriel Gorbačevski has extensive experience in shaping national energy policy, fostering international cooperation, and managing strategic energy projects. Before assuming the role of Vice-Minister of Energy, he represented Lithuania’s interests in Poland for nearly eight years, serving as Deputy Energy Attaché and Energy Attaché at the Embassy of the Republic of Lithuania in Warsaw from 2017 to 2025. In these roles, he coordinated strategic energy projects between Lithuania and Poland, such as synchronisation of the Baltic electricity networks with the Continental European grid and construction of the Gas Interconnection Poland–Lithuania (GIPL) pipeline.
Mr Gorbačevski was appointed Adviser to the Prime Minister on Energy in the beginning of 2025, and later – Adviser to the Prime Minister on Energy and Climate Change.
He began his career in the energy sector as an analyst at the private company Hermes Energy Group S.A.
Mr Gorbačevski is an active participant in international energy forums and conferences, where he has delivered presentations on energy security, the challenges of the green transformation, and regional cooperation in Central and Eastern Europe.
He has a bachelor’s degree in International Relations from the University of Warsaw, as well as a master’s degree in Global Business, Finance and Governance from the Warsaw School of Economics, with a specialisation in Energy in the Global Market. He has also completed postgraduate studies in offshore wind energy at Gdańsk University of Technology.
Mr Gorbačevski’s main areas of activity include the formation of national and international energy policy, coordination of strategic energy projects, the development of renewable energy (particularly offshore wind), and the management of climate policy issues.
