Synchronous operation Connection
Synchronous operation Connection of the Lithuanian electricity system with the European Continental Network includes the following activities:
- Completion of LitPol Link, the Lithuanian-Polish power link;
- Completion of NordBalt, the Lithuanian-Swedish power link;
- Integration into the European electricity market;
- Integration of the Lithuanian electricity system into the European Continental Network.
Our goal is the independent operation of the national power system at the frequency and times of the European Continental Network.
Progress
- National strategy towards synchronization (law, action plan) in place;
- Feasibility study (initiated by three TSO) for interconnection variants has been completed last year;
Next steps
- Three Baltic States to agree on concrete scenario, get a support from Poland;
- Apply to ENTSO-e for further connection procedures;
- Mandate for EC to be updated and EURUBY negotiations to be renewed.
At the meeting of the transmission system operators (TSOs) of the three Baltic countries held in January 2010 in Riga (Latvia), an agreement was reached on the participation of six members of ENTSO-E (i.e. Litgrid (Lithuania), PSE (Poland), Amprion (Germany), Transpower (Germany), Elering (Estonia) and Augstsprieguma tikls (Latvia)) in the conduct of a feasibility study on the connection to the European Continental Network.
At its meeting held in September 2010, TEN-E Financial Assistance Committee approved of the funding of the study on the three Baltic States‘ integration into the EU internal electricity market. EUR 950,000 was allotted for this purpose, with Litgrid, Augstsprieguma tikls and Elering acting as beneficiaries.
In April 2012, the TSOs of the three Baltic States - Litgrid, Augstsprieguma Tikls and Elering concluded an agreement for the preparation of the feasibility study on the Baltic States‘ connection to the European Continental Network with Gothia Power AB, a Swedish company. The study, which is planned to be completed by the end of 2013, will examine the technical conditions and options for the interconnection of the Baltic States‘ energy systems with the European Continental Network.
By resolution of the Government of the Republic of Lithuania passed in April 2012, Litgrid was authorised to implement actions of synchronous operation of the Lithuanian electricity system with the European Continental Network.
In June 2012, the Seimas (Parliament) of the Republic of Lithuania adopted the Law on Integration of the Power System into European Continental Network. The integration into the European power systems includes the strategic energy projects implemented by Litgrid: the LitPol Link and NordBalt power links and the interconnection with the European Continental Network.
The LitPol Link and NordBalt international power link projects currently in progress will connect Lithuania with the Polish and Swedish power systems and enable the Baltic power systems‘ integration into the West European power infrastructure. The start of operation of the power links is planned for the end of 2015.
